A scarce "slip bill" printing of a bill in the North Carolina legislature to alter the method of electing sheriffs in the state. This printing, with black spaces for dates and terms of years yet to be decided, would have been created in a small number for the use of legislators during the process of debating an voting on the bill. The survival rate for such ephemeral legislative artifacts is quite low - they were created to be temporary and meant to be used and discarded. Though undated, I ascribe a date of 1829 to this item, as that is when sheriffs in North Carolina transitioned from appointment by the governor to being subject to popular election. The fourth article of the bill enacts "that all white persons, entitled to vote for a Member of the House of Commons in the General Assembly of this state, shall be entitled to a vote in the election to be held under the provisions of this act."
