Proposal for a canal from Norfolk, Virginia to points in eastern North Carolina by way of the North and Elizabeth Rivers. Tatham lays out his grand scheme and its many benefits, devoting only the last two pages to the expense associated with the proposed project, comparing it to a similar proposal for a canal through the Dismal Swamp.
